What I Saw Today

Today I saw a guy in a van pulled over by a motorcycle cop. As I got closer I saw them together going through some paint chip samples the driver had. Now what the hell kind of traffic stop is that?? This was in San Francisco, after all, but still, not being color-coordinated isn't a crime! Not yet, at any rate.
